Two DPS Employees, Nine Others Arrested In Clean Scanning Scheme

11 people, including two DPS employees, were arrested by the Texas Department of Safety. This comes after they were accused of being a part of a clean scanning operation, close to Dallas.

When a vehicle emissions test is completed with a different VIN number than the vehicle being inspected, it is called clean scanning. It results in a false passing score.

On Aug. 18, DPS apprehended two of these workers as a component of the continous investigation into car inspection stations throughout the state where it is thought that illegal activity is happening.

After the stations were named, surveillance was carried out by personnel from the Regulatory Services Division, DPS’ Criminal Investigations Division, and the Texas Highway Patrol. This led to multiple arrests.

In April, five people were apprehended. Detectives found that two department employees had given out information to the stations to assist them in not being detected in exchange for money.

On Aug. 18, two DPS workers were arrested by the Texas Rangers. They have been charged with engaging in organized crime.

Both were placed on suspension pending the outcome of the criminal and administrative reviews.

Four other non-DPS workers were also apprehended with possible charges pending for their part in the operation.

An investigation is continuing.
