Paraplegic Snatched Out Of Vehicle By Police Officers

Dayton PD are investigating an incident involving a paraplegic that was snatched out of his vehicle by police.
The incident happened on September 30 during a routine traffic stop on the 1200 block of West Grand Avenue.

Officers approached Clifford Owensby‘s vehicle and asked for his license and insurance.
When seeing his extensive background officers asked Owensby to step out of the vehicle.

Owensby told officers that he could not step out of the vehicle because he was a paraplegic.
The officer then tells him that he will help him out the car because a K-9 was coming to do a smell check and he had to be out of the vehicle.

Owensby tells officers, “Well, I don’t think that’s going to happen, sir.”
The officer says again he will help assist him out of the vehicle and Owensby again tells the officer that he isn’t. He says that there will be a lawsuit if the officer puts his hands on him. Owensby then calls a family member to come to the scene and to bring people with cameras.

During that time he also asked for the officer to call a “white shirt”.
The officer replies I’ll call after you get out of the car.

After going back and forth Owensby can be seen on police bodycam footage being dragged out of the car by his dreads.
He can be seen screaming “I’m a paraplegic” and yelling for help.

Owensby sustained minor scrapes and injuries and also injured his back again.
He was later cited in Dayton Municipal Court for child restraint or seat belt and tinted glass.
