Man Arrested And Charged In The Death Of 2 Year Old Irving Boy

Irving police have arrested and charged a 23 year old man with the death of a 2 year old boy.
The incident happened on September 21 around 9:30am when officers were called to the 300 block of Brown Dr.
Upon arrival they found Jeremiah Degrate Rios,2 deceased inside the home.
Throughout the investigation officers learned that Rios death was not accidental.
On Wednesday officers arrested Arturo Santiago Pena-Almanza Jr,23 for abandoning or endangering a child.
During the interview with authorities Thursday Arturo admitted to killing the toddler after he wiped feces on him.
His charges were then upgraded to capital murder of a person under 10 years of age.
