A recently filed wrongful death claim has been filed after a LAPD officer was fatally beaten. The death came as other officers simulated a mob assault during training.
The on-duty incident happened on May 26 at the department’s Elysian Park Academy. 32-year-old Houston Tipping died 3 days after the attack.
Tipping was pretending to be a bike instructor in a made up scenario that involved tussling with another officer.
Authorities say that during the training, Tipping collapsed to the floor and experienced a terrible spinal cord injury.
On Friday, Shirley Huffman, Tipping’s mother, submitted a notice of claim against the city of Los Angeles. The claims note wrongful death and civil rights violation. These types of claims usually come before a formal lawsuit is filed.
Huffman says that her son was hit several times in the head, causing him to bleed. She also says that he experienced several breaks in his neck which led to his death.
The claim also states that other officers had been hurt in the training before, and the exercise was questioned before the training took place.
LAPD is looking into the matter internally to determine if any modifications need to be made.
Tipping had been with the department for five years. He was employed as a patrol officer in San Fernando Valley.
