Investigation Proves Man Was Racially Discriminated Against At A Dog Park

A white woman called police on a black man at a dog park in Massachusetts because his dogs were humping hers.

After an investigation by the Massachusetts Commission Against Discrimination, probable cause was found that the man was being racially discriminated against during the occurrence at Attleboro Dog Park in February 2019.

Baxley recorded the incident at the dog park that has since gone viral.

“I visit this park twice a day and all the dogs are excited when a new one is here,” Baxley said. “When the woman came in, my dog Dusse ran over and jumped hers, so I immediately removed him and apologized, explaining that he’s a puppy.

The woman then asked Baxley and his dogs to leave the park after his dog humped her dog two more times.

The woman, who is white, contacted authorities when the man refused to leave the park. Baxley told the woman that she was getting the police involved because he was Black. However, the woman denied those claims.

After observing the argument, a volunteer at the park took the woman’s side.

When two police officers arrived at the location, one threatened to issue Baxley a citation for leaving his car running while at the park. The man then voluntarily left.

The volunteer, Carol Ferraro, and the city deny any wrongdoing.

Ferraro stated that she put Baxley’s picture on Facebook so that people wouldn’t confront him and to call police if they see him near the dog park because he was prohibited from there. However, the city has stated that the claim wasn’t true.

A hearing will be held on January 4, 2022, in order to reach a settlement agreement in the matter. If no settlement is reached, a public hearing will take place.
