An ex-warden and his brother have been arrested after killing a migrant and shooting another in Hudspeth County.

On September 27, there were a group of migrants standing alongside the road getting water. A truck passed and the migrants took cover to avoid being seen but the truck stopped and backed up. Two men started calling out to them in profanity-laced Spanish to come out from hiding. The driver hopped out holding a firearm and opened fire killing a man and shooting a woman in the stomach.

The man was pronounced dead at the scene. The woman was rushed to a hospital in El Paso where she is recovering.

Investigators checked camera footage and found a truck that matched the description the migrants gave. They later found the truck at Michael Sheppard’s home in Sierra Blanca

According to records, Michael Sheppard was a warden at the West Texas Detention Facility, a privately owned center that has housed migrant detainees. He had been fired “due to an off-duty incident unrelated to his employment.”

Michael Sheppard and Mark Sheppard, both 60, were charged with manslaughter. They are being held with no bond.
