Newly Released Body Cam Footage Shows An Officer Grabbing A Handcuffed Woman By The Neck And Throwing Her To The Ground

A video of a Miami police officer physically throwing a handcuffed woman to the ground face first has been released.

The incident occurred in November of 2020 at a Little Havana gas station when an employee contacted police about a woman loitering.

When officers arrived they found the woman sitting on the sidewalk. They exchanged words and as the woman was leaving she allegedly flicked cigarette ashes on the police car.

The officer told the woman to clean the ashes off of his car and when she didn’t she was arrested.

While trying to put the woman, who was later identified as Julissa Burgos in the car an officer claimed she spit on him. At that time you can see the officer grab the woman by her neck and throw her to the ground face first.

Another fellow officer is heard on the video yelling, “What the hell did you do? What the hell?”

The other officer is then heard trying to justify his actions by saying ‘she spit on me’.

In 2021 Officer Miguel Hernandez resigned from the Miami PD following an Internal Affairs Investigation. The bodycam showed the officer was lying and trying to cover up his actions.

Rodney Jacobs of the C.I.P. stated, “That’s not good police work in any place in the world, and obviously you saw the reaction from this fellow officers — that isn’t something that they authorize either or that they would want to be a part of by any means,”

The case is currently being reviewed by the Civilian Investigative Panel.
