The Northwest Deployment Team, a division of the Dallas Police Department, was performing an investigation, regarding several known fuel theft offenders.

On May 11, 2022, the suspects drove to a gas station in the 10400 block of Garland Road, traveling in three different automobiles. One of them was a pickup truck that had been altered and was outfitted with a fuel tank on the outside.

The investigation first found that Pedro Ruiz lifted the front panel of the truck. He then put in an electronic device that is made to take fuel. Alfredo Hechavarria then put 80 gallons of unpaid fuel into one of the cars. Meanwhile, Lazaro Echemendiamiranda and Betancourt Barco were there to ensure that they didn’t get caught by monitoring the area.

Officers then approached the suspects and apprehended them.

One device was discovered inside the fuel pump. Two more of the devices were located inside one of the men’s car.

All four men have been charged with Engaging in Organized Criminal Activity and Theft of a Petroleum Product. They were also charged with Unlawful Use of a Criminal Instrument.

The incident has been assigned case no. 083433-2022.
