Should parents be punished when their kids are bullies???

o Wisconsin has passed the law in 2 cities Monona and Plover that parents must pay up if their kids are repeated bullies. This new anti bullying regimen is suppose to help parents stop their children from being bullies. The first offense police will notify the parents with a written warning letter and if your child is caught bullying again within 90 days you the parent will be fined $124 by police. Plover police feel this ordinance will hold parents accountable for their children’s behavior and cut down on some of the teen bullying. What do you think? Do you think this law could benefit where you live?? Should this law be passed everywhere?
