Two-Year-Old Discovered Hogtied And Caged Inside Of Texas Residence

A temporary guardian, Priscilla Salais, has been arrested after a child she was caring for was discovered tied up. The child was also found caged inside of the San Antonio residence on January 9.

Police conducted a welfare check on the home after a witness had called Police Chief William McManus.

When officers arrived, they found a 1-year-old girl “hogtied” with her hands and feet bound together. She was also said to have had a black eye, and her lip was visibly covered in blood.

Additionally, a two-year-old male child was discovered in a covered playpen that looked like a cage.

Both children, who had been taken away from the biological parents, were “heavily soiled” and were crying prior to being given to CPS, authorities say.

Salais has been charged with two child endangerment offenses, and an investigation continues.
